No. A standard salt-based water softener does not remove chlorine or chloramine. It reduces hardness by exchanging calcium and magnesium ions for sodium or potassium ions.

If you want to reduce chlorine taste or odor, or protect softener resin from oxidant exposure, install a properly sized activated-carbon filter before the softener.

Does a Water Softener Remove Calcium and Magnesium?

A water softener reduces hardness-causing calcium and magnesium through ion exchange. It does not remove chlorine, chloramine, sediment, or most dissolved contaminants.

These minerals cause scale on fixtures, spots on dishes, stiff laundry, and wear on water heaters and plumbing. Softeners solve those problems. Chlorine is not one of them.

Why Is Chlorine Still in Water After a Softener?

A softener is designed for hardness minerals, not disinfectants. Chlorine passes through the resin instead of being removed.

A whole-house carbon tank must be sized for the home's flow rate and incoming disinfectant level.

Chloramine needs more than "carbon." It needs carbon media selected for chloramine reduction and enough empty-bed contact time (EBCT). A conventional carbon system sized only for chlorine can allow chloramine to break through too early. Verify first that your utility uses chloramine before paying for chloramine-specific media.

Does Chlorine Damage Water Softener Resin?

Chlorine and chloramine are oxidants that can degrade softener resin over time. As resin breaks down, the system can lose capacity and performance.

A properly sized carbon filter installed before the softener reduces that oxidant exposure. Actual resin life still depends on disinfectant residual, water use, resin type, flow rate, and maintenance.

Should a Carbon Filter Go Before a Water Softener?

System order depends on the water test and the equipment specifications. For typical city water with sediment, chlorine, and hardness, the order is often:

  1. Sediment prefilter, if testing or turbidity requires it
  2. Whole-house activated carbon
  3. Water softener
  4. RO at the kitchen sink for drinking water, if needed

Carbon usually goes before the softener to reduce oxidant exposure to the resin. Well water and water with iron, sulfur, or bacteria can require different pretreatment, so do not use a generic equipment order without a test.

Do You Need Both a Water Softener and a Carbon Filter?

You may need both, but they solve different problems. A softener addresses hardness; activated carbon addresses chlorine taste and odor. Start with your utility's annual report, then test at the home if you need to size equipment or suspect a plumbing or well-water issue.
